What Parents should know about Underage Drinking:

-Manitowoc County passed a social host ordinance. If you are caught purchasing, providing, or pouring alcohol for underage consumption on your property or in your presence, you could be fined a minimum of $1,000 up to $5,000.

 

-As an adult you cannot give alcohol to anyone under the age of 21, under any circumstance, even in your own home, even with their parent’s permission.

 

-You cannot knowingly allow a person under 21, other than your own child, to remain in your home or on your property while consuming or possessing alcohol.


We are asking you to join us in making Manitowoc County the best place to raise a family and to change our culture regarding underage alcohol use. We ask that you make the commitment to refuse to serve or allow alcohol to be consumed in your home.

 

This is especially important during this time of year, when prom and graduation parties take place, because there is a heightened risk for underage drinking.

While there is absolutely nothing wrong with the moderate and responsible use of alcohol by those age 21 and older, we are learning more from researchers and the U.S. Surgeon General why underage drinking can no longer be tolerated.

 

Why is it a crime for those under 21 to drink alcohol:

 

  • Alcohol kills more youth than all other drugs combined.
  • Underage drinking is associated with many health and social problems among youth including alcohol-impaired driving, physical fighting, poor school performance, sexual activity, sexual assault and other drug use.
  • If drinking is delayed until age 21, a child's risk of serious alcohol problems is decreased by 70 percent.
  • Most underage youth who drink do so to the point of intoxication, that is, they binge drink (defined as having 5 or more drinks in a row), typically on multiple occasions.
  • One day drunk can lead to 3 days of lost academic study and 14 days of lost athletic training.
  • The brain's frontal lobes, that play critical roles in memory, voluntary motor behavior, impulse control, decision-making, and other high order cognitive functions start to develop during the adolescent years and do not fully develop until early twenties. Alcohol use under the age 21, can slow or inhibit the development of these brain cells.
  • It is against the law for those under 21 to drink without their parent's supervision.

Why is it a crime to provide to those under 21:

 

  • Wisconsin law provides no civil immunity when alcohol is served to an underage drinker.
  • It is ILLEGAL to purchase, provide or pour alcohol for anyone under 21 other than your own children.

If someone does the illegal activity they risk:

 

·         Being sued by those injured due to the underage drinker.

  • Covering costs of all injuries, since homeowners insurance doesn't cover illegal activity.
  • Fines and/or even jail time.
  • Loosing respect from other parents who had trusted their kids at their friend's house.

 

Under Wisconsin law an adult who serves alcohol to underage drinkers can be held responsible for any harm to a third person, property, and/or restitution for the intentional acts of the underage drinkers.
